In submitting writing and queries to various publishers, magazines, and other markets, response times refer to how long it takes between submission and response (generally rejection or acceptance).
Many writers post their "Rejection/Acceptance Logs" on their blogs or fora, while many writers come together to post and aggregate their data on community sites like The Black Hole, Duotrope, or the Speculations topic: Rejection/Acceptance Log.
